Guidelines for the Transitional House Standards
Definition of a Transitional House
A Transitional House consists of 3 or more unrelated adults who voluntarily live in a structure where money is paid or work is performed for the ability to stay in the facility, building or home. There is typically no signed lease binding the applicants. The term, Transitional House would include Halfway Houses, Transitional Living Houses, Recovery Houses and Boarding Houses. **
M = MANDATORY STANDARD - 100% Compliant
IM = INTERMEDIATE STANDARD - 12 Months to become 100% Compliant.
REGULAR STANDARDS - Must comply with 70%
Mandatory Standard
Must fully comply at the time of the inspection. If not met, the agency would require a follow up inspection within two weeks. Failure may result in the notification of outside government agencies to insure the safety of all residents living in the facility. Requires written Plan of Action of how the agency will address the deficiency and insure full compliance in the future.
*Only 501(c)3 agencies must fully comply with the Better Business Bureau Standards for Charity Accountability. Other agencies are not required to meet these standards.
Intermediate Standard
Must become fully compliant within 12 months of the initial inspection. These standards are typically found in most programs and are generally considered agency norms. Failure may result in the notification of outside government agencies to insure the safety of all residents living in the facility. Requires written Plan of Action of how the agency will address the deficiency and insure full compliance in the future.
Regular Standard
Must have 70% of these standards to meet the basic guideline. Some of these standards will not apply to smaller agencies or houses.
The Louisville Metro Reentry Task Force acknowledges that a Certified Transitional House meets or exceeds the basic Operational Transitional House Standards and that the agency is inspected on an annual basis for compliance. The Transitional House agency agrees the standards will be maintained throughout the year once they become certified.
**Exemptions to the Certification Process: Coalition for the Homeless Members, Transitional Houses contracted or funded by State or Federal Government, since they already have standards to comply with annually and have regular inspections.
